USPS filed a final rule on federal ballot mail effective August 21, 2026; within five days the Supreme Court and a district judge lifted the two injunctions the rule had made its own precondition, and it now applies to the November 3 election.
Why it matters: Every state that mails federal ballots must submit voter names, addresses and barcodes to a new federal portal before its mailings are accepted, in the weeks when most states begin mailing ballots.
Date to watch: September 2026, when most states begin mailing ballots, and any new injunction in State of California v. United States Postal Service in the District of Massachusetts.
