FBI Whistleblower Loophole Leaves Contractors And Task Force Officers Unprotected

Policy Directive 0727D defines FBI personnel as 5 categories; Offense Code 5.16 punishes adverse action against an employee. Identical retaliation therefore falls to the catch-all Code 5.23, dropping the ceiling from dismissal to a 30-day suspension depending only on the target's employment category.
